Police were called to a town council meeting which descended into chaos and insult throwing while being live-streamed on YouTube.
The incredible scenes transformed the usually dull Downham Market proceedings in Norfolk into an online shouting match and looked set to go viral, just as the disastrous lockdown Zoom meeting at Handforth Parish Council in Cheshire did in April.
Residents stormed into the meeting room in the sleepy Norfolk town, accusing town clerk Elaine Oliver and the council of destroying the market.
The fireworks began about 20 minutes into the meeting, which only had socially-distanced seating for around 16 people, but several members of the public were left standing outside listening.

After shouting was heard outside the meeting, Mayor Jenny Groom told the audience: ‘For the benefit of those people who are outside, please can you not communicate with…
‘Here we are trying to, we’re trying to conduct a proper meeting a proper professional meeting, you should be able to hear everything clearly and messing about and distracting counsellors is not helping the business of the Council.’
Then market stall holder Tony Leach asked a ‘question’ which turned into a statement, accusing the council of destroying the market by trying to turn it into a ‘craft fair’, listing the businesses which he claimed had been ‘got rid of’ by the council.
He said this was due to the council doubling rent on the market, a ‘draconian rulebook’ and accused them of taking away their freedom of speech.
After a while, Mr Leach was stopped from continuing and deputy mayor Jackie Westrop began to respond.
Town Clerk Elaine Oliver has been accused by Norfolk locals of destroying the town’s market by turning it into a craft fair. She faced a barrage of verbal abuse during an unusally heated Downham Market council meeting, led by Mayor Jenny Groom

A man dressed in black appeared at an open window behind the Mayor and his presence seemed to her and Ms Oliver.
When the mayor Jenny Groom tried to respond to Mr Leach’s accusations, a woman stormed into the room demanding they ‘shut it down’, while a man accused Ms Oliver of being a ‘bully’.
The town clerk looked visibly shaken and was comforted by councillors. The live stream of the meeting was suspended for 25 minutes while the police were called.
At one point, Ms Oliver ‘reminded’ the woman who had intervened that she was ‘a licence holder’, which seemed to spark the accusation of bullying.
Mayor Jenny Groom and deputy mayor Jackie Westrop issued a statement afterwards saying there had been a ‘deliberate attempt’ to destabilise the meeting. They described the allegations as ‘serious and inaccurate’.
Ms Groom and Ms Westrop said the man had been joined by others during ‘his tirade.’
‘This attack upon our clerk and the smooth running of the council meeting was supported loudly by several members of the public who were in attendance,’ they said.
‘Because of the aggressive nature of the attack the meeting not only had to be suspended but the police were called to intervene.
‘Once the police arrived the council was able to resume the meeting, although time restrictions meant that some important business had to be deferred.’

The pair said they deplored the events, offering apologies to the people of Downham Market.
But the tumultuous proceedings seemed to create a new interest in local democracy with YouTube viewers, with more than 1,600 views in the first 24 hours, compared to an average of just over 300 for the previous five meetings.
A council spokesman said: ‘Police were called at 7.37pm on Tuesday 7 September 2021 to a report of people shouting and being abusive at a public meeting at Jubilee Community Centre.
‘Officers attended and established that no offences had been committed. No arrests were made. No complaints made by anyone at the meeting.’
Norfolk police said officers attended the Jubliee Community Centre, after a report ‘of people shouting and being abusive at a public meeting’ and established that no offences were committed and no complaints were made by anyone at the meeting.
It comes after the now infamous meeting of the Handforth Parish Council’s Planning and Environment Committee in Cheshire last year which saw clerk Jackie Weaver shoot to internet stardom.
The 7.30pm zoom meeting on December 10 became a viral sensation in February after it was uploaded to YouTube – where it has since garnered more than 3.3 million hits.
A sleepy parish council meeting in Handforth, Cheshire turned into chaos as furious councillors traded insults and the chairman was blocked from the video call meeting. Pictured: Jackie Weaver, who threw chairman Brian Tolver out of the meeting
It followed a previous meeting of the committee at 7pm, just half an hour earlier, which saw chair Brian Tolver removed.
In the hilarious video recap, the second meeting begins with one of the councillors mumbling ‘f**k off’ under his breath.
Mr Tolver refuses to acknowledge the legitimacy of both meetings, before uttering his now-famous line: ‘You have no authority here Jackie Weaver, NO AUTHORITY AT ALL!”, and telling her to ‘stop talking.’
Mr Tolver then returns with a new username, labelling himself as the ‘clerk’.
Mrs Weaver tells the meeting: ‘The chairman simply declared himself “clerk” and notified everybody of the case.
‘There is no way of stopping him from calling himself clerk. Please refer to me as Britney Spears from now on.’
But after more shouting from Mr Tolver, Mrs Weaver removes him from the call and places him in a virtual waiting room.
His supporters, including Vice-chair Aled Brewerton, begin shouting at Mrs Weaver, demanding she ‘read the standing orders’, adding: ‘Read them and understand them!’
Weaver, Cheshire Association of Local Councils, clashes with chairman Brian Tolver who claims he was chucked out of an earlier meeting by her and refuses to accept the meeting’s legitimacy. He is later thrown out again for telling Weaver to ‘stop talking’
The meeting on December 10 is attended by several other councillors (clockwise from top left: Susan Moore, Barry Burkill who is also thrown out, John Smith who takes over as chairman, and Cynthia Samson)
The row took place during a meeting of Handforth Parish Council, the parish authority for the village of Handforth in Cheshire
Mrs Weaver attempts to get a new chairman elected to lead the meeting – but Cllr Barry Burkhill assures her ‘you don’t know what you’re talking about’.
The video sees councillor Susan Moore call for civility, pleading: ‘Can I ask you to be respectful to Jackie Weaver please,’ prompting belly laughs from the stalls.
Mrs Weaver then removes both Cllr Brewerton and Cllr Burkhill, placing them in the waiting room with Mr Tolver.
Those who hadn’t left meeting vote to refuse the three men back in – with Cllr Cynthia Samson likening one to a ‘laughing hyena’.
Cllr John Smith is eventually elected chairman and the meeting begins. ‘Welcome to Handforth,’ he says, wearily.
Mrs Weaver (pictured) has since written a book after finding fame from the viral clip, entitled: ‘You DO have the authority here!’
The small town of Handforth in Cheshire, close to Manchester Airport, is known for its gigantic M&S and its quiet suburban streets – but many residents now know that its parish council is split by infighting and a battle for power
‘It’s nothing if not lively,’ Mrs Weaver responds.
The hilarious clips of the meeting were viewed thousands of times on Twitter, with people creating memes of Jackie Weaver removing councillors and jokes about standing orders.
TV presenter Richard Osman tweeted at the time: ‘Am busily writing Jackie Weaver into the next Thursday Murder Club novel.’
‘Jackie Weaver could sort Spurs out,’ opined actor Stephen Mangan
Broadcaster Ayesha Hazarika joked: ‘After days of rowing about patriotism & flags, can we agree that Jackie Weaver & that zoom makes us proud to be British.’

A description on Amazon says: ‘For every woman who has endured that I-know-what’s-best-for-you tone, this is the book for you.
‘The feminist political icon we didn’t know we needed, the indomitable Jackie Weaver shares her own standing orders for life.’
